i have been looking for someone in the new jersey area to start my dreads i am from the atlanta area so i just don't trust anyone well if anyone can help let em know i live in the jersey shore area near asbury park new jersey

You can ask people on there to see if any of them would be able to help you out. Starting locs aren't as hard as you would think. I would youtube comb coils. With that method all you need is some wax (I recommend Jamaican Mango and Lime) and a rattail comb and you'll be straight. Good luck though.
